Where Do Our Members of Congress Stand?

Rep. Jimmy Panetta
Key Votes
– Funding weapons to Israel
– Banning funding for humanitarian aid to Palestinians
– Undermining International Courts
April 2024
- Panetta voted for $17 billion in unconditional military aid to Israel.
- The bill also cut off funding for UNRWA, the United Nation’s agency providing assistance to Gaza and the West Bank.
June 2024 and January 2025
- Panetta voted with House Republicans on a resolution to sanction International Criminal Court officials, dismissing the court’s charges against Netanyahu for crimes against humanity as “illegitimate and baseless”
2026 Update
- Standing up for humanitarian aid is crucial at this time, when Israel has banned 37 humanitarian aid groups from Gaza and the West Bank, including Doctors Without Borders, American Friends Service Committee, and OXFAM. Yet in 2026, three months after the ceasefire, Panetta voted to ban US funding for UNRWA in Palestine.
- The bill also provides $3.3 billion in unconditional military aid to Israel.
- The bill also bans US funds for the International Criminal Court and the International Court of Justice.

“Providing humanitarian aid to a starving nation – with funding Congress has appropriated year after year – should not be controversial.”
-Rep. Andre Carson

Voted Against Stopping Weapons Transfers
Senators Padilla and Schiff were among the minority of Democratic Senators who voted with Republicans against Senate Res. 34, on July 30, 2025. The resolution would have prohibited the sale of $675 million in weapons to Israel, such as 1,000-pound bombs and Joint Direct Attack Munition guidance kits used in airstrikes.

“This debate is about whether we will abide by U.S. and international law, or whether we will continue to contribute billions of dollars to an extremist government in Israel, which has caused an unprecedented humanitarian disaster in Gaza.”
- Senator Bernie Sanders, author of Senate Res. 34
